HBA-JEK H.B. 2177 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2177 By: Pickett Transportation 4/6/2001 Introduced BACKGROUND AND PURPOSE The 76th Legislature passed legislation to issue specialized license plates in honor of the Young Men's Christian Association (YMCA). House Bill 2177 creates a YMCA account in the general revenue fund for the deposit of YMCA license plate proceeds. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2177 amends the Transportation and Education codes to create a Young Men's Christian Association (YMCA) account as a separate account in the general revenue fund. The bill establishes a fee of $30 for a YMCA license plate, in addition to any applicable motor vehicle registration fee. The bill requires the Texas Department of Transportation to use $8 of the fee to administer the issuance of the YMCA plates and to deposit the remainder of the fee to the credit of the YMCA account. The bill provides that the Texas Education Agency (TEA) administers the YMCA account, and authorizes TEA to spend money credited to the YMCA account to make grants to benefit the youth and government programs sponsored by the YMCAs located in Texas. EFFECTIVE DATE September 1, 2001.
