HBA-JEK H.B. 2304 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2304 By: Madden Elections 3/13/2001 Introduced BACKGROUND AND PURPOSE Reports filed with the Federal Election Commission (FEC) by Texas candidates for federal office are now available through the Texas Ethics Commission's office and website. House Bill 2304 exempts a candidate for a federal office from having to file a copy of each FEC report with the Texas Ethics Commission. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2304 amends the Election Code to remove the provision that requires a candidate for an elective office of the federal government to file with the Texas Ethics Commission a copy of each document relating to the candidacy that is required to be filed under federal law. EFFECTIVE DATE September 1, 2001.
