HBA-CBW H.B. 2316 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2316 By: McClendon Land & Resource Management 3/28/2001 Introduced BACKGROUND AND PURPOSE Currently, the General Services Commission (commission) owns an area of unused property located in the City of San Antonio which could be used by Bethel African Methodist Episcopal Church (Bethel AME). House Bill 2316 authorizes the commission to convey that property to Bethel AME in an amount that is equal to at least the fair market value of the real property. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2316 amends law to authorize the General Services Commission (commission) to convey the state's interest in a specified real property in the City of San Antonio to Bethel African Methodist Episcopal Church. The bill sets forth provisions regarding the purchase and sale agreement relating to the conveyance of this property. The bill authorizes the commission to transfer the property only by a special warranty deed. EFFECTIVE DATE September 1, 2001.
