HBA-MPM H.B. 2348 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2348 By: Raymond Public Health 3/27/2001 Introduced BACKGROUND AND PURPOSE The 75th Texas Legislature directed the Health and Human Services Commission to develop a diabetes managed care program (program) for Medicaid recipients, the goal of which was to improve medical care and health outcomes for individuals with diabetes utilizing comprehensive physician and patient education programs. Implementation of this program began in Bexar County in July 1999. An increase in diabetes in minority and elderly populations with diabetes is anticipated, with Hispanic females being at a particularly high risk of developing this disease. House Bill 2348 expands the Texas Diabetes Care Pilot Program to the Texas border region and extends the program until September 1, 2005. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2348 amends law to specify that the counties in which a Texas Diabetes Care Pilot Program (program) is implemented must include border region counties selected by the Health and Human Services Commission (HHSC). The bill requires the program to be implemented in the border region counties and other counties selected by HHSC no later than November 1, 2001. The bill provides that the interim report required of HHSC is due no later than September 1, 2002 and the final report is due no later than September 1, 2003. The bill provides that the program expires September 1, 2005, rather than September 1, 2001. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect on the 91st day after the last day of the legislative session.
