HBA-KDB H.B. 2349 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2349 By: Hilderbran Higher Education 3/18/2001 Introduced BACKGROUND AND PURPOSE Currently, the Marble Falls Independent School District (MFISD) is served by Austin Community College (ACC). Since the ACC campus is approximately 40 miles away from Marble Falls, MFISD patrons and students may not benefit from ACC's programs as much as they may benefit from programs offered at Central Texas College (CTC) located in Burnet which is approximately 10 miles from Marble Falls. House Bill 2349 reassigns MFISD from ACC's service area to CTC's service area. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2349 amends the Education Code to reassign the Marble Falls Independent School District from the Austin Community College District service area to the Central Texas College District service area. The bill provides that during the 2001-2002 academic year the Austin Community College District may continue to treat an area removed by the bill from the district's service area as if the area were still in the district's service area as necessary to avoid an unreasonable interruption of junior college services in the area. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001. The Act applies beginning with the 2001 fall semester.
