HBA-AMW H.B. 2372 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2372 By: Burnam Environmental Regulation 3/19/2001 Introduced BACKGROUND AND PURPOSE Under current law, the mission of the Texas Natural Resource Conservation Commission (TNRCC) is to protect public health and the environment and to promote economic development. Concerns have been raised regarding possible conflicts of interest between TNRCC's responsibility to protect the public's interests regarding health and environmental concerns and the fiscal impact of the agency's programs and regulations. House Bill 2372 removes encouraging and fostering economic development from the mission of TNRCC. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2372 amends the Health and Safety and Water codes to remove economic development from the mission of the Texas Natural Resource Conservation Commission. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
