HBA-BSM H.B. 2398 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2398 By: Williams Judicial Affairs 3/20/2001 Introduced BACKGROUND AND PURPOSE Currently, the Ninth Court of Appeals is required to meet in the City of Beaumont. House Bill 2398 provides that the Ninth Court of Appeals may transact its business in the City of Conroe. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2398 amends the Government Code to authorize the Court of Appeals for the Ninth Court of Appeals District to transact its business in the City of Conroe as the court determines is necessary or convenient. EFFECTIVE DATE September 1, 2001.
