HBA-JEK H.B. 2431 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2431 By: Counts Transportation 4/5/2001 Introduced BACKGROUND AND PURPOSE Current law does not provide for special license plates for municipal judges even though some municipal judges have expressed a desire for such plates. House Bill 2431 requires the Texas Department of Transportation to design and provide for the issuance of special license plates for municipal judges. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2431 amends the Transportation Code to require the Texas Department of Transportation to design and provide for the issuance of special license plates for passenger cars and light trucks that are owned by municipal judges. The bill sets forth procedures for the issuance of the license plates and requires the license plates to bear the words "Municipal Judge." The fee and registration period for the license plates are the same as otherwise prescribed for license plates, and the replacement fee for the license plates is $5. EFFECTIVE DATE September 1, 2001.
