HBA-SEP H.B. 252 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 252 By: Najera State Affairs 2/6/2001 Introduced BACKGROUND AND PURPOSE Many state agency employees travel long distances to attend work-related training or education sessions. Diminishing this commute would reduce the financial burden and time commitment associated with traveling long distances and would allow easier accessibility for individuals who do not own vehicles. Current law does not encourage agencies to conveniently locate a training facility. House Bill 252 requires a governmental entity to make reasonable efforts to locate the service facility in reasonable proximity to where the majority of the students enrolled at the facility reside. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 252 amends the Government Code to require a state agency or other governmental entity that administers an educational or training program to make reasonable efforts to locate each facility in which the services are provided in reasonable proximity to where the majority of the students enrolled at the facility reside. This provision does not apply to a public school or an institution of higher education. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
