HBA-JEK H.B. 2722 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 2722 By: Raymond Transportation 4/5/2001 Introduced BACKGROUND AND PURPOSE Current law authorizes a person who holds an amateur radio station license issued by the Federal Communications Commission (FCC) and who operates receiving and transmitting mobile amateur equipment in a passenger car or a light truck to obtain specially designed license plates that include the person's amateur call letters as assigned by the FCC. However, current law does not authorize a license plate specifically designed for a person with a permanent disability to include both the international symbol of access and the person's amateur radio call letters. House Bill 2722 provides such a specially designed license plate for these persons. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 2722 amends the Transportation Code to authorize a person eligible for a speciality designed license plate for persons with a disability to apply for license plates that include the symbol of access adopted by Rehabilitation International in 1969 at its Eleventh World Congress on Rehabilitation of the Disabled and the person's amateur radio call letters assigned by the Federal Communications Commission. EFFECTIVE DATE September 1, 2001.
