BACKGROUND AND PURPOSE 

L. P. "Pete" Gilvin, a lifetime Amarillo businessman and philanthropist,
gave of his time and money to support this state.  Gilvin was the chairman
of the board of Gilvin-Terrill Inc. and a major contractor for road and
highway building in Amarillo since the 1920s.  He served as the president
of both the National Associated General Contractors of America and the
Texas Highway Heavy Branch Associated General Contractors of America.
Gilvin was instrumental in the creation of a state park in Palo Duro Canyon
and was appointed chairman of the Parks and Wildlife Commission in 1968 by
Governor John Connally.  He was a contributor to Cal Farley's Boys Ranch,
the Don D. Harrington Discovery Center, and the Don and Sybil Harrington
Cancer Center.   

For Pete Gilvin, though, being a success in business and giving of himself
to his community was not enough. Gilvin was a longtime patron of the arts
and raised money for many of the artistic productions in Amarillo. He was a
board member of the Lone Star Ballet and the Amarillo Art Center and
supported the Amarillo Symphony, the Amarillo Museum of Art, the Amarillo
Opera Inc., and the public broadcasting station at Amarillo College.  He
helped develop "Texas," arguably the best outdoor theater production in the
country. In 1976, Gilvin received the Texas Art Award for Distinguished
Contributions to the Arts by an Individual. He and his wife twice received
the Golden Nail Award from the Arts Committee of the Board of Convention
and Visitors Activities in recognition of their support of their support of
the arts.  And in 1993, the National Association of Fund Raising Executives
named Mr. and Mrs. Gilvin Philanthropists of the Year.   

L. P. "Pete" Gilvin led an exemplary life of dedication to his fellow man,
and passed away in 1997.  He will be remembered and honored by his friends,
beneficiaries, and admirers.  House Bill 3076 designates the portion of US
287 in Amarillo as the L. P. "Pete" Gilvin Memorial Highway.   

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Bill 3076 amends the Transportation Code to designate the portion of
Business United States Highway 287 in the municipal boundaries of Amarillo
as the L. P. "Pete" Gilvin Memorial Highway.  The bill requires the Texas
Department of Transportation to design and construct memorial markers at
certain places indicating the highway number, designation, and any other
appropriate information.   

EFFECTIVE DATE

On passage, or if the Act does not receive the necessary vote, the Act
takes effect September 1, 2001.
