HBA-LJP H.B. 3150 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3150 By: Allen County Affairs 4/1/2001 Introduced BACKGROUND AND PURPOSE Under current law, certain county officers, employees, sheriffs, or deputy sheriffs, and juvenile probation officers are authorized to participate in the General Services Commission's (GSC) contract for travel services for the purposes of obtaining reduced airline fares. If these public employees were also able to participate in the GSC's contract for travel services to obtain reduced travel agent rates, then these reduced rates would further reduce the travel expenditures of a county. House Bill 3150 extends this authorization to these county officers and employees. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3150 amends the Government Code to authorize a county officer or employee who is engaged in official county business to participate in the General Services Commission's (GSC) contract for travel services for the purpose of obtaining reduced travel agent fees. The bill also authorizes a county sheriff, deputy sheriff, or juvenile probation officer who is transporting a state prisoner under a felony warrant to participate in the same contract for travel services. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
