HBA-CCH H.B. 3338 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3338 By: Flores Transportation 3/29/2001 Introduced BACKGROUND AND PURPOSE Current law allows a disabled person to receive one set of disabled person license plates for each vehicle owned by the person. However, some disabled persons own more than one vehicle and need more than one set of license plates. House Bill 3338 entitles certain permanently disabled persons to obtain two sets of disabled person license plates for each vehicle operated by or used for the transportation of the person. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3338 amends the Transportation Code to entitle a person entitled to register a vehicle for the transportation of or use by a permanently disabled person to two sets of disabled person license plates for each motorcycle, passenger car, or light truck owned by the person, or only one set of disabled person license plates if used for a vehicle with specialized equipment designed to assist persons who are unable to use one or both of their legs. EFFECTIVE DATE September 1, 2001.
