HBA-DMH H.B. 3370 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3370 By: Turner, Sylvester County Affairs 4/16/2001 Introduced BACKGROUND AND PURPOSE Under current law, a county is authorized to charge an additional fee for vehicles registered in the county to be credited to the county road and bridge fund. House Bill 3370 requires the commissioners court of a county with a population of more than 2.8 million to allocate funds credited to the county road and bridge fund for road projects. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3370 amends the Transportation Code to require the commissioners court of a county with a population of more than 2.8 million, during each county fiscal year, to allocate funds credited to the county road and bridge fund for road projects in each municipality in the county and in the unincorporated area of the county. The allocation must be made in the same proportion that the population of the municipality located in the county or the population of the unincorporated area bears to the total population of the county. EFFECTIVE DATE September 1, 2001, and applies only to a county fiscal year that begins on or after that date.
