HBA-KDB H.B. 3585 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 3585 By: George Economic Development 4/10/2001 Introduced BACKGROUND AND PURPOSE The federal Carl D. Perkins Vocational and Applied Technology Education Act (Act) provides funds for career and technology education programs at the secondary and postsecondary level. The Act was amended in 1998 and effectively removed the authority of the Council on Workforce and Economic Competitiveness to develop a plan for vocational education. House Bill 3585 updates state law to comply with the amended Act. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3585 amends the Government Code to remove provisions relating to vocational, career, and technology education from the duties of the Council on Workforce and Economic Competitiveness (Council). The bill provides that two voting members, rather than one voting member, of the council represent local public education. The bill removes provisions requiring a local workforce development board to assume the functions and responsibilities of quality workforce planning committees and local general vocational program advisor committees. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
