HBA-MSH H.B. 3639 77(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 3639 By: Danburg County Affairs 4/17/2001 Committee Report (Amended) BACKGROUND AND PURPOSE The Upper Kirby Management District (district) in Houston was created by the 75th Legislature to promote economic growth, cultural development, and public welfare of the area. The City of Houston has also created a tax increment reinvestment zone (zone) in the area to attract new investment and help finance the cost of redeveloping. Several property owners that are outside the district but inside the zone have petitioned to be included in the district. Expanding the district will allow the district and the zone to better coordinate the provision of service and bring the petitioners into the district. House Bill 3639 expands the boundaries of the district and authorizes the board of directors of the district to increase the number of directors. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 3639 amends law to expand the boundaries of the Upper Kirby Management District (district). The bill increases from five to nine the number of directors of the board of the district and authorizes the board to further increase the number of directors by resolution if a majority of the directors finds that increasing the number of directors is in the best interest of the district. EFFECTIVE DATE September 1, 2001. EXPLANATION OF AMENDMENTS Committee Amendment No. 1 names Judy Penner, Tom Lippincott, Jay Baker, and Al Keller to fill positions six through nine, respectively, on the board of the Upper Kirby Management District.
