C.S.H.B. 551 authorizes cosmetologists to perform certain services on an individual's beard or mustache. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS C.S.H.B. 551 amends the Occupations Code to add to the definition of "cosmetology" the practice of performing or offering to perform for compensation the service of treating a person's mustache or beard by arranging, beautifying, coloring, processing, styling, or trimming. EFFECTIVE DATE On passage, of if the Act does not receive the necessary vote, the Act takes effect September 1, 2001. COMPARISON OF ORIGINAL TO SUBSTITUTE C.S.H.B. 551 differs from the original by removing shaving from the activities that licensed cosmetologists are authorized to perform as a part of treating a person's mustache or beard.
