HBA-BSM H.B. 561 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 561 By: Walker Natural Resources 7/19/2001 Enrolled BACKGROUND AND PURPOSE The Glasscock County Underground Water Conservation District was created in 1981 by the 67th Legislature. Recently, the district annexed a portion of an adjacent county, thus covering more than Glasscock County. House Bill 561 changes the name of the district to the Glasscock Groundwater Conservation District, provides that the district is subject to laws of this state relating to groundwater conservation districts, and modifies provisions regarding the election of the district's board of directors. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 561 amends law to change the name of the Glasscock County Underground Water Conservation District to the Glasscock Groundwater Conservation District (district), and sets forth provisions for the election and terms of directors to the district. The bill provides that the district is subject to law set forth in the Water Code pertaining to groundwater conservation districts. EFFECTIVE DATE May 23, 2001.
