HBA-JLV, SEP H.B. 566 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 566 By: Deshotel Economic Development 3/2/2001 Introduced BACKGROUND AND PURPOSE Under current law, a person who files a claim for unemployment insurance and meets the eligibility requirements must wait an additional seven days before receiving the compensation check. This current requirement is an impediment to a person who has met all other requirements, is jobless, and has outstanding financial obligations. House Bill 566 removes the benefit eligibility condition that an unemployed individual must wait seven days before receiving compensation benefits. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 566 amends the Labor Code to remove the benefit eligibility condition which provides that an individual be totally or partially unemployed for a waiting period of at least seven consecutive days before receiving unemployment compensation benefits. EFFECTIVE DATE September 1, 2001.
