HBA-NRS, CCH H.B. 568 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 568 By: Gallego Appropriations 4/2/2001 Introduced BACKGROUND AND PURPOSE Current law authorizes state employees that accrue vacation leave to carry vacation leave forward from one fiscal year to the next in accordance with the prescribed schedule for vacation leave. House Bill 568 adds one hour to the vacation hours accrued per month for full-time state employees and 12 hours to the maximum vacation hours carried forward from one fiscal year to the next for a full-time state employee. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 568 amends the Government Code to provide that vacation hours accrued per month by a fulltime state employee be increased by one hour and the vacation leave hours a full-time state employee carries forward from one fiscal year to the next be increased by twelve hours. EFFECTIVE DATE September 1, 2001.
