HBA-JEK H.B. 716 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 716 By: Maxey Elections 3/6/2001 Introduced BACKGROUND AND PURPOSE Political parties often spend large amounts of money to hold precinct, county, district, and senatorial district conventions that may be poorly attended. House Bill 716 would allow political parties to determine and utilize alternative procedures to elect delegates to conventions in an effort to cut costs and boost attendance at conventions. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 716 amends the Election Code to authorize a political party to hold a precinct, county, district, or senatorial district convention in a manner other than provided by current law, including the time, place, or other procedures necessary to hold a convention. The bill also authorizes a political party to select delegates to a county, district, state, or county and senatorial district convention by a method other than provided by current law. EFFECTIVE DATE September 1, 2001.
