HBA-MSH H.B. 739 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 739 By: Pickett Transportation 4/12/2001 Introduced BACKGROUND AND PURPOSE Currently, the Texas Transportation Commission is composed of three members appointed by the governor. It is difficult for three members to represent the geographic diversity of a state composed of approximately 20 million people, 260,000 square miles of land, and 79,000 miles of state maintained roads. House Bill 739 increases the number of members of the Texas Transportation Commission to five and requires the members to represent certain areas of the state. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 739 amends the Transportation Code to increase from three to five the number of members of the Texas Transportation Commission (commission). The bill requires the appointments to the commission to be made so that separate members represent certain specified areas of the state. The bill sets forth provisions to govern the transition to five members. EFFECTIVE DATE On passage, or of the Act does not receive the necessary vote, the act takes effect September 1, 2001.
