HBA-TBM, AMW H.B. 805 77(R)BILL ANALYSIS Office of House Bill AnalysisH.B. 805 By: Bonnen Public Safety 7/3/2001 Enrolled BACKGROUND AND PURPOSE The crime stoppers program is a valuable tool for law enforcement. However, prior to the 77th Legislature, a crime stopper organization was prohibited from expending more than 10 percent of its annual income on administrative costs. House Bill 805 increases the amount of administrative expenditures allowed by crime stoppers organizations to 20 percent. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 805 amends the Government Code to increase from 10 percent to 20 percent the amount of money received annually that may be used to pay costs incurred in administering a crime stoppers organization. EFFECTIVE DATE September 1, 2001.
