HBA-MPM, CBW H.B. 81 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 81 By: Gallego State Affairs 2/6/2001 Introduced BACKGROUND AND PURPOSE Currently, there are millions of child laborers in the world who work to produce consumer goods such as clothing, shoes, and athletic equipment. House Bill 81 requires labels to be affixed to consumer goods that are made using child labor. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 81 amends the Business and Commerce Code to prohibit a person from selling a consumer good produced through the use of child labor unless the good is conspicuously and legibly marked to indicate that child labor was used to produce it. A person who violates this prohibition commits a Class A misdemeanor. EFFECTIVE DATE September 1, 2001.
