HBA-CCH, JEK H.B. 829 77(R) BILL ANALYSIS Office of House Bill AnalysisH.B. 829 By: Hill Urban Affairs 2/25/2001 Introduced BACKGROUND AND PURPOSE Under current law, state programs associated with colonias apply only to the border region of Texas. However, areas that could be defined as colonias exist throughout Texas, including areas in Harris and Dallas counties. House Bill 829 redefines "colonia" to encompass areas in Texas that are not near the Texas border. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Bill 829 amends the Government Code to remove the limitation on the definition of "colonia" that the area be located in a county some part of which is within 150 miles of the international border of this state. EFFECTIVE DATE September 1, 2001.
