HBA-JEK H.C.R. 176 77(R) BILL ANALYSIS Office of House Bill AnalysisH.C.R. 176 By: Ellis, Dan State, Federal & International Relations 4/1/2001 Introduced BACKGROUND AND PURPOSE The Texas Legislative Medal of Honor is the highest commendation Texas can bestow on members of our state military forces. Through his courageous and valiant actions in World War II, Colonel M.B. Etheredge earned two Bronze Star medals for heroism, a Silver Star with two oak leaf clusters for gallantry in action, and two Purple Hearts. Colonel Etheredge was eventually discharged with the highest efficiency rating of any officer discharged from the Fourth Army. He later served three terms in the Texas Legislature and taught for 33 years at Sam Houston State University. House Concurrent Resolution 176 confers the Texas Legislative Medal of Honor on Colonel M.B. Etheredge. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this resolution does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Concurrent Resolution 176 confers the Texas Legislative Medal of Honor on Colonel M.B. Etheredge in recognition of his heroic service.
