HBA-CBW, CMT H.C.R. 199 77(R)BILL ANALYSIS Office of House Bill AnalysisH.C.R. 199 By: Homer Civil Practices 4/17/2001 Committee Report (Amended) BACKGROUND AND PURPOSE Brandy Suzane Hilliard alleges that on or around December 3, 1999, the automobile of state game warden Darla Hargesheimer Barr collided with her vehicle and alleges that due to the collision, Ms. Hilliard's vehicle received $5,806.02 worth of damage to the rear of the vehicle and a laptop computer worth $1,295 was destroyed. House Concurrent Resolution 199 grants permission to Brandy Suzane Hilliard to sue the State of Texas and the Parks and Wildlife Department, and provides that the executive director of the Parks and Wildlife Department be served process. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Concurrent Resolution 199 grants permission to Brandy Suzane Hilliard to sue the State of Texas and the Parks and Wildlife Department, and provides that the executive director of the Parks and Wildlife Department be served process. EXPLANATION OF AMENDMENTS Committee Amendment No. 1 specifies that Brady Suzane Hilliard may sue for the damages to her vehicle and computer, along with any applicable costs and interest.
