BACKGROUND AND PURPOSE 

Currently, El Paso is the only  major city in Texas without a full-time,
three-year law school, and is the largest city in the United States that is
not within commuting distance of a law school. In Texas, for every 342
persons there is one lawyer, while in El Paso, there are 645 persons for
every lawyer.  Establishment of a full-time, three-year law school at  The
University of Texas at El Paso may help to improve the graduate and
professional educational opportunities in the border region and maintain
the economic prosperity and civic vitality of El Paso. House Concurrent
Resolution 225 urges the Texas Higher Education Coordinating Board to
approve the establishment of a law school at The University of Texas at El
Paso. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this resolution
does not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Concurrent Resolution 225 urges the Texas Higher Education
Coordinating Board  to approve the establishment of a law school at The
University of Texas at El Paso.
