BACKGROUND AND PURPOSE 

Since this state was founded, Texans have been able to hunt and fish for
food and sport.  As Texas changes and urban areas begin to grow, hunting
and fishing play an important role in wildlife management. Constitutionally
guaranteeing the right to hunt and fish preserves a long-standing Texas
tradition.  As proposed, House Joint Resolution 14 requires the submission
to the voters of a constitutional amendment recognizing the right of a
person to hunt and fish in this state. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this resolution
does not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

House Joint Resolution 14 amends the Texas Constitution to provide that
every person has the right to hunt and fish in Texas in accordance with the
laws of the state. 
 
FOR ELECTION

This proposed constitutional amendment shall be submitted to the voters at
an election to be held 
 November 6, 2001.
