HBA-MSH H.J.R. 57 77(R) BILL ANALYSIS Office of House Bill AnalysisH.J.R. 57 By: Garcia County Affairs 3/11/2001 Introduced BACKGROUND AND PURPOSE The Texas Constitution requires that each county in Texas be divided into four commissioners precincts, regardless of population. Dallas County, may not be able to reflect the ethnic diversity of the county with only four commissioners. As proposed, House Joint Resolution 57 requires the submission to the voters of a constitutional amendment requiring an increase in the number of county commissioners in Dallas County from four to eight. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this resolution does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS House Joint Resolution 57 amends the Texas Constitution to require the Commissioners Court of Dallas County to divide Dallas County into eight commissioners precincts, the boundaries of which can take effect on January 1, 2003. The resolution sets forth provisions regarding for the election and terms of commissioners to serve the newly created precincts. FOR ELECTION This proposed constitutional amendment shall be submitted to the voters at an election to be held November 6, 2001.
