HBA-MPM S.B. 1100 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1100 By: Moncrief Higher Education 5/8/2001 Engrossed BACKGROUND AND PURPOSE Many nursing homes currently lack programs that develop best practices based on industry research and internally developed models of practice across all disciplines. Senate Bill 1100 establishes two long-term care pilot centers affiliated with the University of North Texas Health Science Center at Fort Worth and the Texas Tech University Health Sciences Center to focus on the advancement of quality in long-term care. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 1100 amends the Education Code to require the governing board of the University of North Texas Health Science Center at Fort Worth and the governing board of the Texas Tech University Health Sciences Center to establish at each respective health science center a pilot center for the advancement of quality in long-term care to identify opportunities for research, education, and outreach programs to improve the quality of care in long-term care facilities, and to implement and evaluate those programs. The bill sets forth the duties required of each pilot center and requires each pilot center to establish a multidisciplinary leadership team to coordinate activities. The governing boards establishing the pilot centers are required to provide the legislature a joint written report by December 1, 2002 on the activities conducted by the pilot centers. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
