HBA-KDB S.B. 1160 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1160 By: Truan Land & Resource Management 5/11/2001 Engrossed BACKGROUND AND PURPOSE There are currently four veterans homes around the state. The four veterans homes are located in Temple, Big Spring, Floresville, and Bonham. However, there is concern that a large percentage of veterans in this state do not live close to any of the four veterans homes. Senate Bill 1160 requires the Veterans' Land Board to consider certain factors in determining the location of new veterans homes. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 1160 amends the Natural Resources Code to require the Veterans' Land Board, when determining the location of new veterans homes in this state, to consider the geographic proximity to the existing state veterans homes with special regard to areas not served by state veterans homes, the economic impact of the veterans home on the local community and the veterans program, and the areas with a significant veteran population, without regard to international boundaries. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001.
