HBA-CMT S.B. 125 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 125 By: Shapiro Urban Affairs 3/19/2001 Engrossed BACKGROUND AND PURPOSE Currently, the Texas Department of Housing and Community Affairs (TDHCA) is required to report on its program performance in administering federal programs to the federal Department of Housing and Urban Development (HUD) by December 18 of each year. The State of Texas Low Income Housing Plan and Annual Report (SLIHP), as prepared by TDHCA, reports on approximately 25 programs administered by TDHCA and contains all of the performance measure information required for the report made annually to HUD. However, the required date of submission of the SLIHP Report to the governing board of TDHCA is March 1 of each year. The lag in the due date between the reports may result in a wasteful duplication of effort in reassembling the data already required by HUD. Senate Bill 125 changes the due date of the required annual report and state low income housing plan to December 18 of each year. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 125 amends the Government Code to change from March 1 to December 18 the date on which the executive director of the Texas Department of Housing and Community Affairs is required to submit an annual report of the housing activities of the Texas Department of Housing and Community Affairs (TDHCA) in the preceding year and an integrated state low income housing plan for the next year to the governing board of TDHCA. EFFECTIVE DATE September 1, 2001.
