HBA-TBM S.B. 1293 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1293 By: Van de Putte Economic Development 5/7/2001 Engrossed BACKGROUND AND PURPOSE Currently, many parents whose children participate in the Head Start and Early Head Start programs lack access to child-care services. The need for these services could be alleviated by subsidizing child-care services for children in Head Start and Early Head Start programs. Senate Bill 1293 requires Head Start and Early Head Start program providers to coordinate with the Texas Workforce Commission and local workforce development boards regarding subsidized child-care services. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 1293 amends the Human Resources Code to require each Head Start and Early Head Start program provider in a manner consistent with federal law and regulations to coordinate with the Texas Workforce Commission (TWC) and local workforce development boards regarding subsidized child-care services. The coordination must ensure to the extent practicable that full-day, full-year child-care services are available to meet the needs of low-income parents who are working or participating in workforce training or workforce education. The bill authorizes the coordination to also include: _cooperating with TWC regarding studies conducted by the Texas Youth Commission; _collecting data necessary to determine a child's eligibility for subsidized child-care services or a Head Start or Early Head Start program, when permissible; _cooperating to provide for staff training and professional development activities; _identifying and developing methods for the collaborative provision of subsidized child-care services and Head Start or Early Head Start program services; _identifying child-care facilities located in close proximity to Head Start or Early Head Start programs; and _coordinating transportation between child-care facilities and a Head Start or Early Head Start program. EFFECTIVE DATE September 1, 2001.
