BACKGROUND AND PURPOSE 

Under current law, if a person's license to practice chiropractic expires
for one year or more, the person must comply with the requirements for
obtaining an original license, including passing a written and practical
examination.  Senate Bill 171 authorizes a person to renew a chiropractic
license that has been expired for one year or more, if the Texas Board of
Chiropractic Examiners determines that the person has shown good cause for
failing to renew the license and the person pays required fees. 

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that rulemaking
authority is expressly delegated to the Texas Board of Chiropractic
Examiners in SECTION 1 (Section 201.354, Occupations Code) and SECTION 2 of
this bill. 

ANALYSIS

Senate Bill 171 amends the Occupations Code to authorize a person to renew
a chiropractic license that has been expired for at least one year but not
more than three years if the Texas Board of Chiropractic Examiners (board)
determines according to board rule that the person has shown good cause for
the failure to renew the license and the person pays the board the required
fees specified in the bill.  The bill requires the Texas Board of
Chiropractic Examiners to adopt rules for this provision no later than
January 1, 2002. 

EFFECTIVE DATE

September 1, 2001.
