HBA-NRS S.B. 1726 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 1726 By: Cain Public Education 5/6/2001 Engrossed BACKGROUND AND PURPOSE Current law requires school districts to hire teachers under a probationary contract if that teacher is hired from outside the district, regardless of the number of years of teaching experience. Senate Bill 1726 allows a school district to hire a teacher under a term contract if the teacher has at least three years of teaching experience within the last 10 years. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 1726 amends the Education Code to authorize a school district to employ a person as a teacher under a term contract if the person has at least three years of experience as a public school teacher within the last 10 years, regardless of whether the person is being employed by the school district for the first time or whether a probationary contract would otherwise be required. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2001. The Act applies beginning the 2001-2002 school year.
