BACKGROUND AND PURPOSE 

Comanche County is currently served by both the DeLeon Hospital District
and the Comanche County Hospital District.  Under current law, the boards
of directors of the two districts are authorized to order an election
regarding the dissolution of their respective districts, the creation of
the Leon Valley Hospital District, and the transfer of all assets, debts,
and obligations of the dissolved districts to the created district. Many of
the statutes that would have governed the Leon Valley Hospital District
upon its creation have since been updated.  Senate Bill 1811 provides for
the dissolution of the two districts and the creation of the Comanche
County Consolidated Hospital District subject to voter approval.   

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 1811 amends law to authorize the boards of directors of the
DeLeon Hospital District and the Comanche County Hospital District with the
approval of the voting public to create the Comanche County Consolidated
Hospital District rather than the Leon Valley Hospital District, and
transfer all assets, debts, and obligations of the districts to the
Comanche County Consolidated Hospital District.  The bill modifies
provisions regarding the Comanche County Consolidated Hospital District
relating to the boundaries, elections, directors, and bonds.   

EFFECTIVE DATE

On passage, or if the Act does not receive the necessary vote, the Act
takes effect September 1, 2001.
