HBA-MPM S.B. 210 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 210 By: Bivins Public Education 4/26/2001 Engrossed BACKGROUND AND PURPOSE The Early High School Graduation Scholarship program provides financial aid to high school students who graduate early and pursue higher education. However, there is concern that students completing high school in three years are taking less rigorous courses and are not fully prepared for college. Senate Bill 210 requires students to complete the recommended or advanced high school program to be eligible for the Early High School Graduation Scholarship program. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 210 amends the Education Code to provide that to be eligible for the Early High School Graduation Scholarship program, a person must have successfully completed the recommended or advanced high school program in not more than 36 consecutive months. EFFECTIVE DATE September 1, 2001. The Act applies to a person who enters into ninth grade no earlier than the 20012002 school year.
