HBA-AMW, JLV S.B. 71 77(R) BILL ANALYSIS Office of House Bill AnalysisS.B. 71 By: Haywood Higher Education 3/18/2001 Engrossed BACKGROUND AND PURPOSE Currently, members of the Midwestern State University board of regents (board) receive reimbursement for expenses for actual costs of attendance at board meetings, but are prohibited from being reimbursed for incurring expenses while at other meetings or conferences. Senate Bill 71 allows for the reimbursement of board members for costs associated with performing business on behalf of Midwestern State University that is authorized by the board. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this bill does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Bill 71 amends the Education code to provide that a member of the Midwestern State University board of regents serves on the board without compensation, but is entitled to receive reimbursement for actual expenses incurred in attending the meetings of the board or in performing other board business authorized by the board.
