BACKGROUND AND PURPOSE 

Though it is common practice, current law does not expressly authorize the
board of regents of Midwestern State University to convene a board meeting
when the chair of the board considers it appropriate to consider any
university related business.  Senate Bill 76 authorizes the board of
regents of Midwestern State University to convene a board meeting when the
chairperson considers it appropriate to consider any university related
business.   

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 76 amends the Education Code to authorize the board of regents
of Midwestern State University to convene a board meeting when the
chairperson considers it appropriate to consider any university related
business.

On passage.
