BACKGROUND AND PURPOSE

The Texas World War II Historical Monument Fund has been collecting funds
to construct and maintain a monument at the Texas Department of
Transportation (TxDOT) Welcome Center on IH-35 just north of Gainesville to
honor the 103rd division of the United States Army. The area was
previously the location of Camp Howze, the training camp of the103rd

not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution.
