BACKGROUND AND PURPOSE 

No study has been performed to determine how Texas can keep its military
bases from being closed and how it can attract new military missions.
Military installations account for a significant portion of the economy of
the cities in which they are located.  Senate Bill 939 requires the Texas
Strategic Military Planning Commission to conduct a study to determine how
Texas can attract new military missions and retain existing military
installations.  

RULEMAKING AUTHORITY

It is the opinion of the Office of House Bill Analysis that this bill does
not expressly delegate any additional rulemaking authority to a state
officer, department, agency, or institution. 

ANALYSIS

Senate Bill 939 requires the Texas Strategic Military Planning Commission
(TSMPC) to conduct a study to determine how the state can attract new
military missions and retain existing military installations.  The bill
requires the TSMPC to review practices used in other states to reduce the
costs associated with operating a military installation, determine whether
those practices can be implemented in Texas, and estimate the cost savings
for the military that would be generated by implementing those practices.
The bill requires the TSMPC to report the results of the study and any
recommendations to the governor and the legislature by December 1, 2001.
The provisions of the bill expire September 1, 2003.

September 1, 2001.
