HBA-DMH S.C.R. 29 77(R) BILL ANALYSIS Office of House Bill AnalysisS.C.R. 29 By: Carona Public Health 3/27/2001 Engrossed BACKGROUND AND PURPOSE Colorectal cancer is the second leading cause of cancer death among men and women combined in the United States. In 2000, in Texas alone more than 8,000 people were diagnosed with colorectal cancer and more than 3,000 died. Colorectal cancer can be prevented by living a healthy lifestyle and participating in regular screening tests. Education about methods of prevention and the importance of screening can play a significant role in promoting the health of Texas citizens. Senate Concurrent Resolution 29 designates March 2001 as Colorectal Cancer Awareness Month. RULEMAKING AUTHORITY It is the opinion of the Office of House Bill Analysis that this resolution does not expressly delegate any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS Senate Concurrent Resolution 29 designates March 2001 as Colorectal Cancer Awareness Month in Texas and encourages all citizens to learn more about the prevention and early detection of this widespread disease.
