• Review the operations of the Juvenile Justice Alternative Education Programs, including implementation of revisions to the law by the 75th Legislature. (Joint with the House Committee on Public Education).
• Review the progressive sanctions and diversion programs and assess whether they are achieving desired results.
• Actively monitor programs for at-risk youth, including the STARS Program and Community Youth Development Grants.
• Assess the potential for increasing the use of administrative decision making, in lieu of court orders, to resolve issues that arise after a court has entered an order requiring child support. Review the experience of other states with administrative procedures, Determine whether their increased use might improve the efficiency of the system and timeliness of modification orders and payments.
• Monitor the implementation of the TXCSES automated system to aid child support enforcement.
• Conduct active oversight of agencies and programs under the jurisdiction of the committee, including implementation of the Birth Father Registry and Voluntary Adoption Registry (see HB 1091, 75th Legislature, Regular Session, and SB 34, 75th Legislature, Regular Session), and the new timetables for foster care placements by the Department of Protective and Regulatory Services.
