Charges

• Monitoring: Monitor the agencies and programs under the Committee’s jurisdiction and oversee the implementation of relevant legislation passed by the 88th Legislature. Conduct active oversight of all associated rulemaking and other governmental actions taken to ensure the intended legislative outcome of all legislation, including the following:
  
  • HB 1575 88th R.S. relating to improving health outcomes for pregnant women; and
  
  
  • SB 24 88th R.S. relating to the powers and duties of the Health and Human Services Commission and the transfer to the commission of certain powers and duties from the Department of Family and Protective Services.

• Medicaid Contracting: Evaluate the appropriate role of the state in overseeing Medicaid managed care.

• Support for Texans with Intellectual Disabilities: Evaluate access to Home and Community-based Services (HCS) waivers, including the interest list, effects of inflation on the cost of services, and availability of services and service providers. Consider the long-term stability of long-term services and supports in waiver programs and consider alternative delivery models.
