• Study the termination of contractual agreements between insurers and insurance agents. The Committee should assess the need for statutory guidelines regarding these agreements.
• Study rate regulation of homeowners and automobile insurance, the use of county mutual companies to circumvent rate regulations, and the effects of deregulation on insurance rates and consumers.
• Assess state workforce development and job training programs in Texas. The Committee should determine the need for a statewide strategic plan for workforce programs, and recommend measures necessary to improve such programs.
• Monitor trends in local lending practices in all regions of the state. The Committee shall determine if the legislature should develop strategies to retain bank deposits made by public institutions in Texas communities, increase the number of bank "decision making" centers in Texas, increase the loan-to-deposit ratio in Texas, and develop incentives for lending institutions to locate in all areas of the state.
• Assess the prevalence of prevailing wage rate differences in state procurement contracts. The Committee should determine if identified variances justify the use of additional methodologies to determine prevailing wage rates.
