- Make a study of salt water pollution to the soil and surface water of Texas to determine: (1) if existing laws are adequate to control salt water pollution from man-made causes, should strengthened enforcement and policing be provided; (2) if corrective legislation should be devised and, if so, what form this legislation should take and what funds should be provided to insure the placing of responsibility for pollution and the enforcement of the laws relating thereto; and (3) what new research or implementation of old research should be made in order that the best possible methods of preventing salt pollution might be employed in Texas.
