Study the economic feasibility of making widespread use of desalination processes to help meet the water needs of the state. This study shall include:
(1) a determination of which research projects are most likely to yield a breakthrough in desalination economics and techniques;
(2) a report on the feasibility and cost of
(a) using atomic energy in desalination plants to be located in areas of water shortage,
(b) using atomic energy in desalination plants to be located on the Gulf Coast for the purpose of producing water to be transported to areas with water shortage, and
(c) making dual use of atomic energy in university academic programs and in the generation of power for desalination plants.
