Study the structure and operation of the Texas Catastrophic Property Insurance Pool (CATPOOL), including but not limited to: the effect of rapid growth in the total dollar liability in the CATPOOL; the potential exposure and effect of the premium tax credit on state revenues; the equitable use of special exemptions for property insurance rates; and the use of the CATPOOL as an efficient method of providing insurance for high risk properties.
