- Study all aspects of rail passenger service in Texas with specific emphasis on its feasibility, projected usage, cost to public and private sectors, and the steps necessary to begin implementation of a program should the Committee's conclusion be that a system is feasible. In its study, the Committee should make diligent use of private sector sources such as the banking industry, engineering firms, energy consortiums, municipal governments, and others. The Committee shall prepare a report of its findings and recommendations to be presented to the 68th Legislature.
